FIFA’s proposal would create a new entity called FIFA Forward Enterprises for commercial purposes in tournaments. FIFA would sell up to 21 percent to outside investors to raise $4.2 billion for its member associations. The approval deadline is set for September 19th.

CONCACAF stated that members only learned of the plan through media reports, highlighting the lack of transparency. The Asian confederation expressed similar frustration. while Africa’s football association just encouraged members to review the proposal.
Infantino defended the idea, calling this a “democratic process” and a natural step for FIFA. But UEFA’s response left no room for compromise: “So long as Europe has a voice, the World Cup will never be for sale.” The standoff now hinges on whether FIFA backs down or moves forward without its European members.
