The discussion of an underwater tunnel began in the year 2000 mainly focusing on connectivity improvements. In 2010, scientists were sent to explore possible routes for these tunnels. Despite this, public concerns boiled over and were only resolved in 2015. Finally, the Shetland Island council approved the construction in 2018. Though the final decision was made, the tunnel construction has not begun because of fierce debates about the impact on the environment and costs.
Different specialists have come to the conclusion that this tunnel may be better in for the long term. The government estimated that the tunnel can cost up to £1.5 billion or $1 billion USD. This may seem like a lot, but it is a lot cheaper than repairing boat docks long term. For example, a boat dock may cost up to $10,000 dollars for major repairs. Docks in Shetland Island have to be repaired every one to three years which results in major spending.
