Just one day before the World Cup Finals, five members in the FIFA bureau of the management board were called to attend a meeting at Waldorf Astoria hotel in Manhattan. They had until midnight to sign a plan that would greatly alter football around the world.
This plan was created by Joshua Kushner and planned to sell a 20 percent stake in FIFA to a group of investors. A subsidiary company called FIFA Forward Enterprises (FFE) would be developed and 20% of it would be sold. It would give private investors control over a part of the World Cup and aimed to earn 20 billion dollars. The plan took months to make and was created in secrecy with Thrive Eternal and JPMorgan Chase.
Despite being unaware about the plan, FIFA’s bureau had to review the financial transactions for the plan and then approve of it. However, they didn’t go against the plan because of FIFA president Gianni Infantino. As their administrator, he could affect an opposing member’s career such as cutting off their funds. Three of the five people signed the document by the deadline, and two didn’t.
But because of the majority vote, Infantino continued on with his plan. After the bureau gave approval, the next step was for the plan to go to the FIFA Council which is a much larger group made up of soccer leaders and important executives around the world. However, on July 28, The Times of London published a report on Infantino’s plan, leading to outrage worldwide. Many of Infantino’s top deputies and football federations around the world criticized him because they did not get informed about his plan at all. Infantino developed the plan without consulting many important individuals within FIFA. And despite all the opposition, FIFA didn’t respond to any of the outrage.
The Confederation of North, Central America and Caribbean Association Football (CONCACAF) and the Asian Football Confederation (AFC) also condemned FIFA for making the plan in secrecy. Both confederations co-signed an open letter accusing Infantino for breach of trust and using personal authority. Within FIFA there was also opposition when top adviser to the FIFA President, Carlos Cordeiro, resigned from his position because of the plan.
Because of all the resistance to the plan, on July 31, Infantino abandoned the plan. Following that, FIFA issued an announcement making an apology to the members of FIFA. He acknowledged mishandling on making the plan and expressed it wasn’t his intent to exclude any of the FIFA council and associations from the process. “mishandling the plan” and “said it wasn’t his intent.”
