According to the Laws of the Game outlined by the International Football Association Board, any tackle or challenge that “endangers the safety of an opponent or uses excessive force or brutality” must be penalized as serious foul play. Former Premier League referee Graham Scott labeled provided analysis on the decision, labeling the red card unlucky but inevitable under current refereeing trends. Scott noted that historically, the law was invoked when players went flying into tackles at high speed and out of control. Since the introduction of video review, however, the focus has shifted to the point of contact. Because slow-motion replays distort the speed and intensity of a challenge, accidental contact often looks much more severe. While Balogun was never out of control, the point of contact made a red card unavoidable under modern slow-motion scrutiny interpretations.
