AI use in government

AI is a useful tool, but using it in Government does not help fight corruption in Albania. Albania wants to join the European Union (EU). But before it can join, it must show that it works to end corruption.

In January, 2025, Diella was introduced on the government’s public services website, e-Albania. “Diella” means sun. A computer program designed to act like a person. It was created by Albania’s National Agency for Information Society (AKSHI). Which means it’s an AI like ChatGPT. Diella’s face and voice are based on those of Anila Bisha, an Albanian actress.

Last September, Mr. Rama made a big change from using Diella as a virtual helper on the government website. He introduced Diella as Albania’s Minister for Artificial Intelligence. Diella became the world’s first “virtual minister”.

Using AI is not a good idea. AI could never replace humans. Human got more complexity and wisdom than AI. All the knowledge that AI knows came from humans who put data and information into the AI system. Human got more humanized, better understanding of the situation, and handle problems more rationally. Using AI could only have more negative effects on the government. If AI makes a wrong decision, it will cause big problems.
