The Los Angeles Times wrote that as a result of no available foster homes, the L.A. County decided to call other buildings and areas that could take in the most troubled children.

But these choices have had consequences.

According to The Los Angeles Times, earlier this year, “A woman stumbled into the palatial lobby of downtown Los Angeles’ Biltmore Hotel, pleading for someone to call the police.”

She came in very injured, blood on her face, bruises everywhere, and a telephone wire around her neck. She was one of the social workers from the Department of Children and Family Services.

She claimed that a 16-year-old foster boy had “battered and sexually assaulted” her in one of the guest rooms of the hotel, as said by The Los Angeles Times.

This boy was one of the hundreds of orphans placed in the hotels as a result of the lack of available foster homes.

The Los Angeles Times wrote that “The alleged attack — as well as another on a social worker by a foster youth at a different hotel weeks later — has sparked criticism from those within the agency who say that such violence was inevitable.”

The situation was claimed to be a “crisis” and “totally out of control.”

The county social worker who reported being injured at the Biltmore described the hotel that the youth were being kept in as “a really nice hotel,” and the feeling as “beautiful.”

She claimed she saw famous people once in the hotel such as boxers, and that tourists were always around the lobby. The orphans were being treated with 5-star experience with “classic elegance steeped in Hollywood glamour.”, written by The Los Angeles Times.

These conditions might be part of the reason the 16 year old boy acted the way he did. It might’ve made him feel superior, or in power, as the environment he was in was a very elegant and enriched place.

Many other incidents like this have happened. Although most of the suspects of multiple hotel incidents have been arrested by police, the hotel is not yet completely safe. More can happen.

“Until we develop a better solution … we’re still relying on hotels,” DCFS Director Brandon Nichols said. “They’re not going to go away immediately, but I think we need to use them better.”
